    My name is Noel Kammermann, and I am the Executive Director of Sacramento Loaves & Fishes. I'm writing to request that consent agenda item 19, specifically, Ordinance Adding Chapter 8.134 and Chapter 12.100 to the Sacramento City Code - Relating to Aggressive or Intrusive Solicitation and Targeted Residential Picketing, be removed for separate consideration, and ultimately voted down. Further criminalization of the people of Sacramento who are experiencing homelessness only makes their difficult lives that much more difficult. People experiencing homelessness are exposed to trauma, repeatedly, and live in a state of fear and uncertainty of when they may have their next meal, sip of water, or period of safety. Let’s focus on solutions that will end homelessness, instead of costly interventions that only makes their difficult situations worse.

    I urge the Sacramento City Council to reject for publication the proposed changes to the city code on the issues of solicitation and noise. In particular, I have concerns about section 12.100.01 and the sentence "Unwelcome and targeted picketing of a residential dwelling is especially offensive because the occupants are a “captive audience"..." The city code discusses the various issues with soliciting captive audiences, but placing a value judgment on which types of captive audience solicitations are more or less "offensive" is language that does not belong in a city code. The code is an objective set of laws that make our community safer, not a place to air grievances. Overall, I believe considering these code changes are a waste of the Council's time and urge them to put this pet project aside to focus on more critical issues facing our city. Thank you.
