    It is disappointing that this action plan is only a watered down version of the asks that a united coalition of community organizations have been providing as feedback to the city for months.

    Don’t just pass this as written, we are requesting a continuance to work on the language and strengthen this item to protect Sacramento’s immigrant community and set a stronger direction.

    Sacramento needs an overarching policy guiding all inter-agency law enforcement collaboration and partnerships to ensure that the city’s sanctuary vision is not violated.

    The city manager should not be implementing a community plan in a vacuum - the implementation of this plan must be guided by a robust community engagement strategy to collect and incorporate the feedback and wisdom of community members with lived experience and expertise.

    We don't want ICE in Sac. This action plan is a watered-down version of the asks that a united coalition of community organizations has been providing as feedback to the city for months. Do not pass this as written. We demand clear, precise, and strong language that ensures Sacramento's immigrant community is protected and reflects the values of all of us who envision this city as a sanctuary. We need policy that guides all law enforcement agencies and partnerships and that actually protects our people.

    The city manager should not be implementing a community plan in a vacuum. The implementation of this plan MUST be guided by a robust community engagement strategy to collect and incorporate the feedback and wisdom of community members with lived experience and expertise. This is too important to do halfway.

    I'm urging the board to listen to the demands of the coalitions asking for safety within our city. Sacramentians deserve a policy that strengthens sanctuary city mandates and protections for immigrant communities. I ask the board to please revise the plan to support our community members and end collaborations with ICE.

    Agenda Item 3: Ordinance Adding Chapter 12.73 of the Sacramento City Code, Relating to the Restriction of City Property for Civil Immigration Enforcement- Support

    Dear Mayor, Council and City Manager,

    On behalf of Organize Sacramento am writing in support of June 23rd, 2026 City Council Agenda Items 2 &3.

    ORGANIZE SACRAMENTO provides training, education, technical and personal assistance in the form of individual and group classes, presentations, research assistance and coaching in order to educate community groups, individuals, organizations, small business owners and others on techniques of community organizing, local government processes, and community and business resources. The purpose is to equip citizens to think and act strategically to produce positive results when community issues like the protection of immigrant residents become organizing campaigns.

    The federal Immigration and Customs Enforcement (ICE) Agency and its staff have been violating the rights of the residents of this country for far too long. We applaud the City of Sacramento’s efforts to rein in this federal agency’s disregard for basic human rights within our city limits.
    Organize Sacramento urges your support of this plan and ordinance.
