    Mayor and City Council Members,

    My name is Chris, a Sacramento cannabis business owner preparing to participate in the City’s consumption lounge pilot program.

    I strongly support the creation of cannabis lounges and appreciate the City’s leadership in moving this program forward. Lounges have the potential to increase tourism, activate commercial corridors, and generate long term tax revenue for Sacramento, as outlined in the staff analysis.

    My concern is not the program itself, but the timing and structure of the proposed Business Operating Permit fees.

    This is a five year pilot program. Operators are being asked to invest hundreds of thousands of dollars into buildout, ventilation systems, staffing, and compliance before knowing whether the program will become permanent. Early participants assume all financial risk while the program is still being tested.

    Adding new annual fees of $5,372 to $7,163 on top of existing cannabis taxes and regulatory costs may unintentionally discourage participation at the very moment the City needs strong adoption for the pilot to succeed.

    If Sacramento wants this program to work, the goal should be participation and economic growth, not immediate cost recovery.

    I respectfully ask Council to consider:

    • Reduced or introductory pilot fees
    • Deferred or phased implementation during startup years
    • Fee certainty for the duration of the pilot program

    Supporting early adopters will strengthen the data, improve outcomes, and ultimately generate more revenue for the City long term.

    I appreciate Council’s work and look forward to helping make Sacramento’s consumption lounge program a success.
