Subject: Immediate Action Required — Stop Fiscal Mismanagement and Protect Taxpayer Dollars
Dear Members of the Sacramento City Council,
I am writing as a Sacramento resident deeply alarmed by the City’s continued fiscal mismanagement, chronic budget deficits, and repeated decisions that undermine public trust and financial stability.
Despite multi-million-dollar structural deficits in consecutive budget cycles, the City Council has tolerated a pattern of wasteful spending rather than enforcing true fiscal discipline. Sacramento’s budget has been “balanced” only through one-time measures, reserves, and fee increases — not through sustainable, long-term financial reform. This is not responsible budgeting; it is kicking the problem down the road.
It is unacceptable that, in the face of persistent deficits, members of this Council and senior leadership have approved salary increases for themselves and for appointed officials. Asking city departments to propose double-digit cuts while granting pay raises to elected leaders sends a message that the sacrifices demanded of frontline workers and residents are not shared equally at City Hall.
Equally troubling is the City’s over-reliance on expensive outside consultants instead of fully utilizing the skills of the dedicated city workforce already on the payroll. This outsourcing has directly contributed to frequent contract overruns, unnecessary expenditures, and diminished oversight. Tax dollars should be spent on results — not padded consultant fees.
Speculative financial ventures with public funds further compound the City’s risk profile. Public funds are not seed money for risky experiments; they are meant to deliver essential services, maintain infrastructure, and protect our community’s future.
    What Must Change:
    • No more pay increases for Council members or appointed leadership until structural budget balance is achieved.
    • Stop outsourcing core functions to consultants when qualified city employees are available and capable.
    • Suspend speculative investments that jeopardize core city services and reserves.
    • Enforce strict controls on contracts with clear penalties for overruns and poor performance.
    • Adopt transparent, multi-year budgeting tied to realistic revenue forecasts — not wishful projections.
Sacramento deserves a government that lives within its means, respects taxpayers, and prioritizes essential services over self-serving enhancements. The current trajectory is unsustainable, and residents expect bold corrective action now — not another cycle of temporary fixes and budget theatrics.
I urge this Council to act with integrity, accountability, and true fiscal leadership.
    Sincerely,
    Mikaili Kamau
