    There are credible reports that DHS is planning to expand use of the John E. Moss building for processing and detaining individuals. We also know that ICE is planning to convert warehouses for mass detention. We must ensure that no such facilities are created in or around Sacramento, and when an ICE surge comes, we must be ready with laws on the books. In Baltimore in order to prevent ICE warehouses, the city council passed a bill that would not allow building any new detention facilities or places on incarceration in 2026, and no such facilities that are privately owned (https://htv-prod-media.s3.amazonaws.com/files/file-0465-69951fc573be6.pdf). This is one example of laws we can pass here. We must also ban ICE activityon public property, near and in sensitive areas including schools, daycares, churches, hospitals, and clinics, and we must require that ICE agents show their face and wear identification with badge number and name.. Sacramento police must hold federal agents accountable for violating civil rights and stand on the side of protecting residents. I urge you to mass these measures now, and most importantly to ban any building or expanding of DHS/ICE detention facilities in or around Sacramento.
