    Sacramento has phenomenal river access that would be the envy of lesser cities if only we better activated it. Denver did this with their platt river system, and Chicago with its waterfront. Improving the trail network and connectedness across the river parkway system is essential for supporting a healthy and vibrant Sacramento.

    I strongly urge you to support and prioritize projects that promote biking and active transport in the city.

    Please adopt this addendum to allow for a continuous multi use path along the Sacramento River. As a Sacramento resident this project would provide a great benefit to the local community and the city as a whole.

    Mayor McCarty, Councilmember Pluckebaum and the rest of the City Council Members,

    I urge council to approve the EIR addendum for the Sacramento River Parkway and do everything possible to fast-track design and construction of this piece of community resource that will unlock the beauty of the Sacramento River waterfront for all city residents.

    The addition of the completion of the Sacramento River Trail project will add to the city's connected active transportation network, providing a simple, comfortable, connected bicycle and trail network from downtown to Freeport, with connections to larger projects like the Great Delta Trail.

    Our family lives right across the street from Garcia Bend Park. We are hoping for this project to move forward to make it easier for us to commute by bike to downtown Sacramento, as well as enjoy the Sac River Parkway with our children. The Sac River Parkway is a tremendous resource for our social, physical, and mental health and this project will also increase safety for those of us who bike in the Pocket by finally creating a connected active transportation network.

    Please adopt this! As a person living in the city of Sacramento without a car, I wholeheartedly support the EIR addendum. It would increase safety, physical health, and mental wellbeing of residents. Additionally it would cut down on emissions since residents would find it easier to travel via bicycling or walking rather than driving a car.

    I would like to urge the council to approve the preliminary design and adopt the EIR addendum for that Sacramento River Parkway project. As a regular user of the Del Rio trail, existing segments of the Sacramento river bike trail and the American River bike trail, I would absolutely love it if the Sacramento river bike trail were just one continuous stretch rather than being broken into sections like it is today. I remember when I first moved to the Sacramento area 8 years thinking how odd it was that the trails along that Sacramento River abruptly ended and then would start up again. I can't wait to until that trail is contiguous. Thank you!

    As a cyclist, parent, and resident of District 5, I urge the Council to approve and adopt the EIR addendum for the Sacramento River Parkway Project. This approval is a small and essential step to bring Pocket and South Sacramento residents a recreational trail that will rival the famed and beloved American River Bike Trail and allow all Sacramento residents to enjoy one of the two rivers that make this City a great place to live. Furthermore this trail segment is a small piece toward realizing the Great California Delta Trail.

    Thank you for your time and I look forward to the Council approving this preliminary design and EIR addendum.

    I am a Pocket resident living near Riverside Drive in support of Agenda Item 17. I would love to be able to bike with friends and family from Garcia Bend to Old Sac and beyond without putting ourselves at risk with traffic and unable to enjoy the natural amenities of the river that belong to all. The Sacramento River Parkway is an important complement and alternative to driving on I-5. With new housing coming online in the area of this project, how bad will congestion get a minute after highway expansion projects are complete? Those who claim exclusive rights to river access for themselves and their heirs in perpetuity due to short-sighted public officials past decisions have run their due process course. City council must reject their petition for permanent river squatter status and approve Agenda Item 17 to allow the Sacramento River Parkway Project to move forward. City of Sacramento residents deserve the same amenities enjoyed by Gold River, Orangevale and Folsom residents. Desirable amenities help improve property values that support the city budget. A handful of property owners can't do that for the city.

    Please adopt this design and EIR addendum! This trail will provide residents unfettered access to the Sacramento River, one of the jewels of our area. A complete path from Garcia Bend to Zacharias park will move bikes off the road and into a safer commute option, allow families and children front row views of the beautiful river and create a new park for the Pocket and Greenhaven community to get outside and exercise. This is a win, win situation!

    At last - at LAST, after years of fiddling and delay, the American/Sacramento Rivers Bike trail is nearing completion! This dedicated bike and walking trail is one of the crown jewels of our recreational systems in the region, loved and enjoyed by residents and visitors alike. The recently completed Dos Rios segment was an instant community hit and is widely enjoyed by all. The disconnect between Garcia Bend Park and the levee trail at Sutterville Road has long been a real stumbling block, forcing riders and walkers onto city streets, through some very congested and high speed intersections. With vehicle/pedestrian/cyclist collisions at an all time high, the importance of maintaining a safe and separate path from the Pocket area to the city is so very important. As a daily cyclist I have always supported the full development of our river bike trails - I urge you to approve this project and finally, finally complete this important recreational loop.

    As a lover of public spaces and accessibility for all Sacramentans, I highly support the idea of connecting the pedestrian/bike path on the Sacramento River Parkway in the pocket neighborhood. We need to create connectivity for all modes of transportation, not just cars. I understand property owners may oppose this, but a connected space for all people takes precedence over a few homeowners who want it for themselves. I want to take my kids on a bike ride all the way on trail without having to ride the dangerous car dominated streets (My 6 year old still makes wildly unsafe decisions in the name of adventure...) Please, please, please open the Sacramento River Parkway up to all Sacramentans. Let's open this space up to THE PEOPLE! Thank you.

    The American River Bike Trail is one of the crown jewels of Sacramento, providing a safe East-West transit corridor for cyclists and pedestrians. Please approve the Sacramento River Bike Trail plan to provide the same extraordinary benefits for the many citizens that have been begging for decades to have a safe, environmentally friendly North-South corridor. By opening up the last, short stretch of the levee trail, you can help avoid the tragedy of injury or loss of life attributed to motorist- cyclist collisions, improve air quality and provide a resource that improves the overall health of our citizenry.

    Why are trails like the Sac River Parkway important? Because they:
    Improve safety for all users. Consider the Sacramento River Parkway like a "linear park" that provides a completely protected bike and walkway that minimizes crossflows by motorists and pedestrians. This enhances safety for all users, creating a safe parallel transportation option. Trails like this move us towards our Vision Zero goals.
    
    Improve our health. Walking and cycling help people maintain a healthy body weight, can increase metabolism and bone strength (especially walking), while lowering cholesteral. Exercise can help prevent heart issues such as stroke, heart attack, and high blood pressure. Recent research suggests regular cycling can lower mortality rates for people with diabetes. Mental health gets a boost from walking and cycling too and people think more clearly when participating in these activities. 

    Improve our air quality and climate goals. Sac's climate plan has stated goals to increase active transportation mode share to 6% by 2030 and 12% by 2045. We are currently just below 3%. Typical emissions from an average car hover around a staggering 404 grams of CO2 per mile. Regular cycling can save close to 700 kg of CO2 per year, akin to planting 15 trees. Walking and cycling move us closer to meeting our climate goals.

    I urge the council to approve the EIR addendum and move into design and construction of the Sacramento River Parkway so that all Sacramentans can enjoy a connected trail system along the river for generations to come.

    Please approve the addendum and preliminary Sacramento River Parkway Project. I have lived in the Pocket since 1997 and I have spent thousands of hours on the levee running and walking my dogs and enjoying the beautiful Sacramento river. As pieces of the levee have been improved over the last 30 years. I’ve loved seeing one more families of all ages getting outside and enjoying this asset in our community and city. The parkway was literally a lifesaver during COVID so people could get outside and stay healthy! Completing this project and creating the beautiful linear park connecting all of the green belts and the bicycle lanes in and around Bill Conlin Park and extending East to Meadowview is just an incredible opportunity that the City Council should not let go by.

    Please approve the preliminary design of the Pocket portion of the Sacramento River Parkway project and adopt the addendum of the Environmental Impact Report (EIR). This section is the east levee of the Sacramento River between Garcia Bend Park and Zacharias Park, in CM Jennings district 7. Consider the Sacramento River Parkway like a "linear park" that provides a completely protected bike and walkway that minimizes crossflows by motorists and pedestrians. This enhances safety for all users, creating a safe parallel transportation option. Trails like this move us towards our Vision Zero goals. Walking and cycling help people maintain a healthy body weight, can increase metabolism and bone strength (especially walking), while lowering cholesteral. Exercise can help prevent heart issues such as stroke, heart attack, and high blood pressure. Recent research suggests regular cycling can lower mortality rates for people with diabetes.     Sacramento's river trails are our greatest assets. Expanding them ADDS tremendous value to the city, its residents, its tourist potential, and even property values. And with pedestrians, cyclists, and joggers on the trails, they are safe. Yet there is one massive and inexplicable gap in our trail system: the Pocket neighborhood. Thank you for finally closing this gap and making the river accessible to all!

    I grew up in the Pocket area and explored many miles of the Sacramento River Parkway which even then was obstructed mainly by homeowners who had extended fencing that blocked progress. We got into some precarious places to get around the blockade but were able to continue immersing ourselves in that beautiful area and still get back home by the time set by our mother. She, of course had vetted the whole area before she let us loose in it and knew it was safe and mainly pristine except for the encroachment of all the fencing and outbuildings. We often wondered why the trail was not connected to the other end. I know I could have ridden my bike to Sacramento City College quickly and safely had it been connected.

    Now is our chance to make that a reality, and I write to urge you to do so. It is a decision for the greater good of our region. This connection provides seamless access to the American River Parkway, and a safe commuter route and thus reduces traffic congestion and emissions on Interstate 5 which can be daunting and cloying, especially during commute hours. With a safe route, more commuters will opt for cycling, and more families can enjoy that section of the riverfront which is truly worth exploring and enjoying. Who knows, this connection might just make Sacramento a renowned cycling destination for professional cyclists. We must set our public riverfronts free and make them accessible to the public for this to happen. Please approve this plan. People who now cannot use it will use it, and our world will be a healthier place because of it. Thank you.
