On behalf of Cotton Lane East Neighborhood Watch, we are opposing this project. It is not well suited for our community. Our neighborhood is a one-lane dirt road with 5 single-story custom homes.
There will be continuing drainage issues because of the half completed road, sloping from east to West.
There is an adequate parking for the residents and no designated walking area for offsite parking to the apartments.

This road has been in existence since 1949. It has never been leveled or maintained by anyone other than the homeowners. There has always been drainage problems. The road slopes from East to West, meaning the road improvement proposed will be at the high end of the street, most likely, causing some water runoff from the pavement towards the West where the road will remain gravel.
Because of the change in the laws regarding parking spaces, there is inadequate parking available for residents. If residents need offsite parking, and they will, the City should designate funds for road improvement on W. Stockton Blvd., with or before the development of the apartments, for a bike lane that pedestrians can use to get to their residence from Shasta Avenue.
The proposed apartments abut W. Stockton Blvd., which is a two-lane road, with no bike lane and no sidewalk going south. There is no parking north along W. Stockton Blvd. Per Code Enforcement it is illegal to park on an unimproved surface. There is no legal offsite parking available until after driving further south, then walking back along this unmarked road with no sidewalk or street lighting, in a 35 mph zone.
This high density infill project is not proposed for a safe, desirable location.
