    We are beyond fed up with this endless black hole you call homeless spending! This so-called "audit" you patted yourselves on the back for passing back in June 2021 – nearly FOUR YEARS AGO – is an absolute JOKE! Your own City Auditor's Proposed Work Plan doesn't even have target completion dates! Are you kidding me? Is this how broken our city government is? Four years to figure out where $46 MILLION DOLLARS vanishes every single year?!
    This is unacceptable. How can you, in good conscience, consider another budget without a comprehensive understanding of where the existing $46 million allocated annually is actually going and what tangible results we are seeing?

    There has to be a fundamental shift in how this crisis is addressed moving forward. Before any further budget discussions proceed, the City requires the following:
    • Immediate Completion and Public Release of the Comprehensive Homeless Audit: This audit must include clear completion dates for all phases and a detailed breakdown of expenditures.
    • Specific, Measurable Outcomes and Performance Metrics: We need to see data on the number of permanently closed encampments, the number of individuals placed into sustainable permanent housing with support services, and a clear understanding of the service-resistant population and the strategies being employed to engage them.
    • A Detailed Cost-Effectiveness Analysis: We demand to know the true cost per individual to move someone from homelessness to stability and the annual cost of permanent supportive housing, including a breakdown of administrative overhead versus direct services.
    • Transparent Reporting on HHAP Compliance: We require detailed reports demonstrating unequivocally how Sacramento is adhering to California's homeless housing guidelines.

    This city is at a breaking point! We're dealing with 2,000 homeless fires and a staggering 55,000 nuisance complaints! We are sick and tired of the chaos and the endless drain on our resources with absolutely no real, tangible results. We want to see a clear plan, driven by data and accountability, that demonstrates a responsible use of taxpayer dollars and delivers real solutions for our community.
