My name is Roberto Ramirez. I serve as the Vice President of the Gardenland Northgate Neighborhood Association (GNNA), and I have been a resident of Northgate for over 50 years. I am writing to formally oppose the City of Sacramento’s approval of a Type 21 Conditional Use Permit (CUP) for the AM/PM located at Northgate Boulevard and San Juan Road, which would allow the sale of hard liquor at this location.
This decision does not reflect the interests or well-being of our community. The owners of this AM/PM do not live in our neighborhood, so they will not have to deal with the potential consequences of increased alcohol access: more DUI incidents, more loitering, and an increase in unsafe conditions for families and children who call this area home.
We already have a growing unhoused population living directly on the shopping center grounds. Adding hard liquor sales will only worsen this already delicate situation. Moreover, the area is saturated with alcohol outlets. What community benefit does adding another liquor store provide? Only the business owners stand to gain, while the community bears the burden.
Let’s look at the facts:
In 2021, Sacramento County had 1,002 DUI-related crashes. In 2022, 889 more were reported, a two-year total of 1,891 DUI crashes.
• In 2022, 926 DUI arrests were made in Sacramento.
And in 2024 alone, the community witnessed:
• July 4: A suspected DUI driver in Del Paso Park seriously injured a pedestrian.
• July 6: A DUI crash on Business 80 injured five people, including minors.
• October 12: A bicyclist was killed in a DUI hit-and-run on Main Ave.
These are not just numbers; they represent lives lost, families torn apart, and neighborhoods devastated.
The Gardenland Northgate community has long fought for safer streets, healthier neighborhoods, and responsible development. Approving a hard liquor license for AM/PM flies in the face of that effort. We respectfully urge the City of Sacramento to reconsider and revoke this Conditional Use Permit (CUP) for the sake of community safety, public health, and neighborhood integrity.
