To the members of the Committee,
I submit to you an additional suggestion for the Parks & Community Enrichment 2024 Annual Report. In an effort to fulfill my responsibilities to serve District 6 and honor the conversations and requests from constituents I have received over the last four years, as a Parks Commissioner and several years prior as a community organizer, I feel obligated to share this policy recommendation.
To accomplish the Commission's goal to "Support Equity & Transparency in Park Improvements", listed as Goal A on the Workplan, I recommend that City Council consider the following actions:
1. Fund the creation of a strategic plan to actively implement and measure the progress of the Parks Plan 2040, specifically for the first three years.
2. Develop a process for YPCE to publish park improvement and service requests made by the public and implement the Project Prioritization Tool outlined in the 2040 Parks Plan to ensure a structured and transparent approach to funding their completion.
Recommending transparent, data-driven decision-making for park improvements, tree planting, and resource allocation is in alignment with the requests made by the community as described in the 2040 Parks Plan. By creating awareness amongst all districts of existing needs, we can better serve the parks system as a whole. Enhanced public communication could make it easier for nonprofits and donors to find projects they can support and ensure equitable investment in underserved areas.
Through taking these steps, especially in our current budget environment, we can make strides to gain greater public trust and community engagement.
Thank you for your consideration,
Victoria Vasquez
