    I support the six recommendations of the "Sacramento Active Transportation Commission Annual Report" and encourage the City Council to take the necessary steps to implement those actions.

    I strongly urge the Council to - once again - adopt the recommendations of the ATC and this time provide funding. I am a resident of Land Park and have lived in this City for over 45 years. I walk, bicycle and also drive on occasion. When walking or bicycling, I am constantly in danger of serious injury or death. Directly in front of my house, I have witnessed three deaths inflicted by poor driving. I have had parked cars and my actual house struck by errant vehicles on three occasions. City staff acknowledge the dangers, shortfalls and poor design of many roadways and interfaces throughout the City, but constantly state "there is no money". There is, in fact, always money - but the City chooses to prioritize everything but road safety. Vision Zero is the professed goal of our City government - it is time you put our money where your mouth is. I urge you the adopt AND FUND the ATC Annual report findings. Thank you. ~Peter Saucerman

    My Name is Mellissa Meng, I represent North Natomas Jibe, within D1 and D3. Jibe strongly supports the recommendations of the ATC. These recommendations are based on data and reflect community needs. Council and City staff have repeatedly voiced support and recognition that our city streets need to be improved to reduce collisions, injury and death. These infrastructure improvements and programs will only happen with dedicated financial resources. Beyond receiving and filing this report, please continue to support the work of the commission by prioritizing and implementing these recommendations.

    My name is Alena Wong, five years ago I was hit by a car going the speed limit of 35mph using a traffic system that does not work well. I support this movement because in these five years, the city has done next to nothing for this intersection (sutterville and mead) and other intersections around this area.
    The city has spent too long agreeing with these complaints then not putting money to the cause. You have money. You're just using it on other interests. How much longer will you tolerate constant deaths? The opportunity cost of these people's lives lost is amounting to more than would have been spent to prevent them. Our streets are a sinkhole for funds. Act now before it's too late.
    According to John Locke (a man whse ideas the founding fathers based our constitution off of) the main role of government is to protect the people. I, and many others, consider it offensive that you cannot do this as you consider to push money towards other options.
    These solutions do not need to be expensive. Roundabouts, protected bike lanes, lower speed limits, smaller car lanes. These solutions are relatively cheap.
    After being a victim of the failures of this city's infrastructure and near victim again and again, I, and many others are arguing that you need to do something about it before it is too late. Before too many lives are lost.

    I am Donald Gibson, and I serve on the ATC for District 3. I am speaking on my own behalf. I and other commissions are deeply frustrated by the lack of progress towards Vision Zero, which was implemented in January 2017. Every time one of us hears or sees a serious traffic collision leading to an injury or fatality the response is, “There’s nothing we can do. There’s no funding for a fix”. We are met with a shrug. Even though these are often city-owned and managed streets. We on the ATC understand we are purely and advisory body; all we have is our words. Because we are usually just met with a shrug, I take a moment at the end of the meeting to accolade each individual who was walking, biking, or rolling who’s life was lost due to traffic violence. Sadly, now tracking this for the last two years, it's predictable where these take place, the same streets and roads over an over, Fruitridge, Florin, Norword, North Sac, Club Center, and more. We can fix these roads; these are solvable problems, and cities across the country have fixed their infrastructure to slow down cars, and prevent collisions.
    Councilmembers, please take 10 minutes of your day to review the ATC 2024 annual report, I produced the figures in our report from publically available data showing Sacramento has the highest rate of traffic injuries in the state of California compared to peer cities. Deaths by vehicle collisions outnumbered those by homicide by 45% in 2023. Since 2014, fatalities in auto collisions outnumbered homicides in Sacramento for 8 of the last 10 years. The City of Sacramento adopted Vision Zero in January 2017 to eliminate traffic fatalities and serious injuries by 2027. Yet, it has not seen a reduction.

    As I end the ATC meetings, I wanted to acknowledge that in Sacramento, at least 3 people walking, biking or rolling had died from traffic violence since Oct 17th, when the ATC adopted our annual report.
