Governing themselves is essentially what got them into this mess,

“While housing affordability and availability certainly are substantial contributing factors to generating an environment where the crisis of homelessness thrives, there are a
number of other environmental, structural, interpersonal, and behavioral factors such as
lack of adequate mental health care services which contribute equally and often more
significantly to homelessness”
Item F4 raises the question of how effectively SSF is using federal and state monies to operate a Coordinated Access System. Would it be more effective with elected representatives on its board?
