Thank you for the comprehensive CAAP. I respectfully submit the following comments:
- EV charging is typically easiest and most affordable when offered at long dwell locations, such as home and work. Given the large share of multifamily housing in the Downtown and Midtown area, consider adding actions or incentives to encourage deployment of EV chargers at small multifamily units (duplexes, triplexes, etc.) by landlords.
- Streets must feel safe for all road users, particularly pedestrians (including those connecting from Sac RT) and cyclists. Dangerous driving continues to be problematic throughout Sacramento, including frequent red light and speeding violations. Please consider expanding automated enforcement of red light violations and seeking pathways for thoughtful and equitable automated speed enforcement. Unsafe road conditions jeopardize Sacramento's mode shift goals.
- Walking and biking is often not viable with a more robust urban tree canopy. Consider adding an action to prioritize urban canopy growth along major walking and biking corridors, particularly those with planned improvements to walking and cycling facilities.
On behalf of 350 Sacramento, please see the attached documents:
- 350 Sac CAAP Letter to Council_8-19-23.pdf - this is a summary of our recommendations
- 350 Sacramento CAAP Feedback Full Review - this is the full set up recommendations
Further, we indicated "Support" as we support the implementation of a carefully constructed and measurable CAAP, but this is with the condition that efforts be made to implement our recommendations.
Sincerely,
Kristi Henricksen Perry, MPH, MBA
Please see the attached letter for more detailed comments and recommendations from Sierra Club Sacramento. In terms of recommendations, we ask that City Council ask staff to: 1. Present tangible funding and financing options for the CAAP; 2. Add more implementation details and milestones to outlined actions; 3. Include more measures that boost accountability and institutionalize climate action within the City; and 4. Make this or future CAAP updates more user-friendly and digestible.
i support the idea of planning, however i am skeptical that things will go as planned. i am attaching (a very slightly edited version) of the comments i submitted recently to staff.
