2. Active Transportation Commission Comments on the Draft 2040 General Plan Update File ID: 2023-00992

    As a resident of District 6 and a member of Strong SacTown, I support the recommendations presented in this item, specifically recommendations 3 and 4. District 6 does not need any more drive throughs, and establishing more pedestrian only corridors to improve safety and overall comfort.

    As a resident of Land Park, home to the largest urban park in Sacramento, I fully appreciate the merits of active transportation. People use all forms of transportation to travel to William Land Park for recreation and entertainment or through it to access nearby schools. Land Parkers are proud stewards of one of Sacramento's premier public outdoor amenities.

    As such, I specifically support the following points of your proposal as they are directly relevant to my neighborhood.
    Light Rail Access and Improvements – Broadway Station and 4th Ave/Wayne Hultgren light rail stations serve the Land Park area. Adequate facilities at 4th Ave. will provide safe access to users of Land Park, McClatchy High School, California Middle School, and Sacramento City College. Infrastructure at Broadway Station will support businesses along the Broadway corridor including the Tower Theater and support the Broadway Complete Streets project. Safe stations also provide spillover benefits to the surrounding community like more evening business and deterrents to crime. Visitors should also have safe access to light rail at their embarking station as well as their Land Park destination.

    Promote Permanent Open Streets Conversion – During the covid-19 pandemic we had a designated “slow and active” loop within William Land Park. I support restoring or expanding this loop to facilitate non-vehicular traffic within the park and provide a safe route for South Land Park students attending our area schools. Just last weekend we had a rollover collision within the park. We need to prioritize the safety of pedestrians and other non-automobile traffic within and adjacent to the park over unencumbered automobile traffic that is frequently reckless at speeds far above the posted limit.

    Personal views not involving Land Park
    Regarding the Railyards connectors, it sounds reasonable though I do not have enough knowledge of the situation. Railyards will be an important new neighborhood so it makes sense to design it to be accessed without a vehicle from the outset.

    Regarding drive-through restaurants, I believe this comes down to specific situations and neighborhoods. If a drive-through can reduce the number of parking spots, then maybe it's net beneficial? Or maybe there are specific security issues? Overall, I am not a fan of drive-through restaurants in Land Park but I understand why they have a role elsewhere.

    Light Rail Transit (LRT) Station Access Improvements – Sidewalks & Lighting
    I support. I am a Land Park resident and have walked on Broadway while visiting local businesses. Improvements to the sidewalks and lighting would make me feel safer here. Because of its current condition, I rarely walk around these areas alone and with my small children ages 3 and 9 months.

    I also support Promoting Permanent Open Streets Conversion. My family and I frequently walk around the park and would like to see an improvement on traffic safety around the area. We go on family walks and plan to send our kids to local schools and would like to see safer streets for them to walk on to get to school.

    Thank you for all of your hard work and making our neighborhoods safe.

    Sacramento can improve so much by using slow and active streets. this encourages PEOPLE to use the park, rather than CARs. We do not need cars to drive through the park, there are plenty of streets to drive around the park. please consider reinstating the loop through William Land Park (and even considering more slow and active streets throughout the park and surrounding neighborhood. thank you.

    THANKS for sharing the drafted Active Transportation Commission Report. Good and important work!

    Not to pick nits, but two sections were not quite clear to me. I think it’s just wording. If you agree, I recommend making these edits. Thanks for all you do for our community.

    1. Light Rail Transit (LRT) Station Access Improvements – Sidewalks & Lighting A) Recommendation: The ATC Recommends additional language to policy M-1.12 “Light Rail Transit (LRT) Station Access Improvements” "(The city will place at high of active transportation priority) to ensure sidewalks and lighting are present on all residential streets within a quarter mile of all light rail stations.

    Is this what is meant?....“The City will place a high priority on active transportation”.

    4. Promote Permanent Open Streets Conversion. C) Powers and duties of commission: Last two sentences:

    (The program had the support of over 2-1 margin of the positive verse negative views of the program), with 60% reporting a positive opinion and 26% reporting a negative opinion3. This is another example that Sacramento residents (wanting) pedestrian options that encourage walking and biking and provide refuge from Sacramento’s auto-oriented urban design.

    Something like “ The program has the support by over a 2-1 margin of positive versus negative views of the program”.

    Also, “that Sacramento resident WANTING pedestrian options” should say “want” not “wanting”.
