As you will recall, at the January 31, 2023 City Council meeting, the Sacramento City Auditor presented findings of the Nimdzi Insights, LLC Language Access Policy Gap Analysis and offered recommendations for the City to address their current language access needs. Amongst the many recommendations, there was an agreement by the Council and the City Manager to develop a Council-led Language Access Ordinance, and a Language Access Policy the City Manager's Office would take the lead in drafting.
As a result of these conversations, members of the Language Access Policy Group, including myself and your council staff, met with other municipalities with similar demographics and an established language access program. By far, the biggest feedback that we received from cities that we consulted with was the need to have at the very least the allocation of a FT language access coordinator or manager that would be dedicated with the implementation of a Language Access Policy in coordination with the various other city departments that would be impacted by the policy. In the budget report, I have not seen any reference of funding for a language access coordinator or programmatic support .
I wanted to get your feedback on what would be the best way to bring the Language Access Ordinance and any related budgetary implications salient as part of the City of Sacramento budget discussions, as this was a commitment that was made by the City Manager's Office and the Sacramento City Council. I ask that you please involve the community in this process. Language access remains a top priority and would like to see it reflected in the budget.
I would like to encourage the City Council to increase the funding to the Department of Community Response so you can hire more people to help get the unhoused off the streets.
