The City has never developed a "Good Neighbor" policy which is practical or enforceable, despite efforts, over the years, by neighborhood associations and Land Use Committee representatives. Any "Good Neighbor" policy would, of necessity, address issues such as crowd noise, traffic, and the inevitable security issues which arise when hundreds of people come together in one spot, be it a particular club, or venue, or a neighborhood, as we have seen downtown and in midtown. Signs showing a phone number to call, ostensibly, to someone connected with the venue or issue are useless. The Planning Commission has had years to deal with this issue, and have failed to do so.
