    I would like to address why there's been a major uptick of sweeps. Just because the city of Sacramento is facing litigations does not mean that it does not need to comply with federal law which supersede all local and state ordinances and regulations. Litigation in the arena of pitting our community against each other is not litigation that we will sit quietly and allow to happen. The city is going to continue to collect docket numbers if they do not protect the entire community and that includes those experiencing homelessness. People are not being offered shelter and their belongings are not being stored. Also, By up tick of sweeps I'm talking about daily. I would also like to bring some accountability and transparency to the Department of Community response who we have been tagged in multiple emails regarding racism within the department. A reminder the department was created in the wake of George Floyd uprising. Both the mayor and the police chief at the time stated and took a knee that they heard the community that we did not want law enforcement in homelessness and Mental Health Services yet the majority of the higher up staff in DCR are former law enforcement or have connection to enforcement agencies. I would also like to address and have some clarity and transparency on the recycling of people through the city shelters. We have become aware that the city has a no voucher system for people who have may have been kicked out and we are very well aware of the frivolous reasons why people are kicked out. This is unacceptable and does not comply with any mental health or housing standards for the state or the nation. It is time for you to be accountable. You are all elected officials right? why you are allowing the city manager to run the city into the ground is beyond me. The community is in a uproar as a whole not just activists but businesses and residents do to the complete failed state of Sacramento when it comes to homelessness and policy. We request that measures be put in place to address this as a public health crisis and not a crisis that is to be deemed in the arena of criminalization you are creating records for people who don't even have them just because they cannot stay on your sidewalks. Frankly the Sacramento Homeless Union and multiple other entities have had enough. Whether we can agree on what shelter should look like, the fact is, this is a horrible form of cruelty , punishment and oppression of people experiencing homelessness due to the systemic failures of this local government. Comply with the Federal laws do better and for god sakes look at your bad policy and bad behaviors that has created this housing crisis and lack of resources quit investing in law enforcement and invest in our community so we can become whole again.

    Decorum in the chambers has reached an all-time low. Some recent activity in the chambers has been destroying civic discourse instead of supporting a healthy civic discourse - which is the true purpose of the City Council meeting. Threats, bullying, and verbal assault are not the same as stating an opinion, and should not be considered First Amendment protected speech. Over talking, hissing, snapping, etc. should not be allowed because that is an effort to remove or undermine another's protected First Amendment right to speak their opinion. Please enforce the rules of conduct in the chambers by removing people who are violating the rules. It is getting obvious that the rules of conduct are no longer being respected because they are never enforced, except to shut down ALL public comment - again removing the opportunity for the rule-abiding residents to speak their opinion. Profanity is also not conducive to civil discourse, either. Please read the rules of conduct at the beginning of the meeting, make clear the difference between expressing an opinion with appropriate behavior and with inappropriate behavior (because the problem is not with their opinion but with their behavior) and then enforce the code of conduct when someone behaves inappropriately. There also needs to be improved security outside of the chambers because there are people outside of City Hall that follow and threaten people who spoke viewpoints different from their own, and then take pictures of others vehicles with license plate numbers so they can post this identifying information on social media with the purpose that even more people can threaten and abuse those residents with differing viewpoints. This is the behavior of wanna-be dictators trying to control the civic narrative, and not of people who want a healthy democratic discourse. Please take a stand for the safety of residents and the safety of the democratic process by not tolerating these bullying tactics.

    I just wanted to make a comment about the decorum in the chambers. For quite some time there has been a lot of activist activity in the chambers, and while everyone has a voice, the threats and the bullying and the over talking should not be allowed there are rules, and they are not being followed, and people have been given too many chances, and they are taking advantage of the system, which doesn’t give any of the other members of society the right to speak Because they have congested the chambers and no one gets to talk they use profanity they stay outside and threaten people if they don’t side with their viewpoints, they have taken pictures of citizens vehicles and license plates and posted them on social media in a threatening manner this is not democracy. This is the exact form of bullying and militant activity that they are fighting against supposedly it is pure hypocrisy and it needs to stop. Thank you.
