Regarding Project M20-002, the Folsom Boulevard Special Planning District, to be heard by the Sacramento City Planning and Design Commission on September 10, 2020: The proposed ordinance inhibits property owners’ ability to attract a greater mix of uses by restricting licensed cannabis dispensaries from contributing to the Folsom Boulevard commercial corridor revitalization and City Community Development goals in general. One property owner within the proposed Special Planning District has invested significant time and capital in a potential storefront dispensary site – within walking distance of a light rail station – which may be forfeit if the proposed SPD is enacted as written. We request that the dispensary restriction be removed from the proposed ordinance, or at least that greater protections (e.g. ‘grandfather’ clause) for nonconforming use CUP applications already submitted to Planning staff are included in the final version sent to Council.
