25. Ordinance Amending the Temporary Moratorium on Evicting Tenants to Include Commercial Tenants and Declaring the Ordinance to be an Emergency Measure [Two-Thirds Vote Required] {To be published in its entirety upon adoption} (To Be Delivered) File ID: 2020-00422
Please see email to Council and Executive Staff. Midtown Association with other PBIDs are asking for the following amendment to be adopted with the emergency ordinance this evening:
• If passed, the term of the rent forgiveness for commercial tenants should be for a shorter term and be re-evaluated as the environment evolves. We are recommending the ordinance be passed for 30 days instead of 120 days;
• Narrow the focus of the ordinance to those in the most need which are ground floor retail uses by exempt commercial office uses and national chains;
• Assign Economic Development staff to work with commercial property owners as liaisons and conduit to city and state resources;
• Explore all opportunities with the State of California and lending partners to develop mandated flexibility on loan payments that goes beyond the forbearance policy.
