The City of Sacramento has been circumventing it’s competitive bidding processes to reduce opposition to the Meadowview Navigation Center among other items within the City of Sacramento. I urge the City Council to look into Proposition 2 (2004) and Proposition 2 (2018). It appears the current activity was attempted before and met with strong opposition at the State level. In addition the Council should review AB 1618 filed on July 1, 2016 and SB 1206 dated 4/25/2018. All of the activity and maneuvering within the City of Sacramento City Council is beginning to make sense. There appears to be an attempt to use MHSA dollars to build homeless shelters and Navigation Centers. I believe an audit of the Councils’ recent activities beginning 8/27/2019 to date need to be investigated. The movement of City Council Meeting Times and agendas are raising questions in the community. It is strongly recommended the City Council do what is in the best interest of the Public in which it serves.
