I am writing to support staff's recommendation to move forward with Phase II of the Two Rivers Trail. Sacramento has long neglected its rivers, and this project is a welcome chance to instead invite the public to enjoy the American River. Active recreation and bike commuting with be enhanced by the project; moreover, the EIR properly addresses all relevant environmental issues.
I understand that you have received recent correspondence arguing for further delay. However, the better course is to move forward with the project, working (as needed) with the Army Corps should further design changes be needed. We should not lose momentum on this important connection in the regional trail system.
To be sure, a vocal minority dominated by residents near the trail would argue for delay. This group's NIMBY orientation is unhelpful, and does not reflect the city as a whole. The Council should act for the larger good and advance this project.
