    Hello Mayor, Council and staff,

    This is my first comment on the City's comment - Small cell wireless 4G/5G draft documents. More comments later.

    I really appreciate the City's intention to prohibit cell antennas immediately adjacent to residential front yards. However, unfortunately the City is making the same mistake that Elk Grove made; namely, you have created a loophole. The front yard rule is under 3. Pole Availability and Location: E.i. The loophole is E. "E. In a residential zoning district, the following standards shall apply, unless the applicant can demonstrate with substantial evidence satisfactory to the Public Works Director that such siting limitation will materially inhibit personal wireless service as to a particular small cell wireless communication facility:"

    This is unnecessary. The last 9 words of this sentence ought to be omitted. The "unless" sentence will apply to every permit application. The companies will exploit this loophole to the front yard rule.
