I am the ED of the California Association of Local Housing Finance Agencies and I strongly support SHRA's bid to administer the PLHA created by SB2. I have worked with SHRA since the mid-1980s, and have always found the agency to be first-rate program designers and implementers. It only makes sense for the City Council to authorize the implementation of the PLHA to the Agency which already works with the state Department of Housing in many capacities, including funding programs through the MHP, HOME, and CDBG programs, to name a few. It also makes sense from the developer's point of view to put the PLHA in the same agency which administers the companion programs the PLHA is designed to supplement. Putting the program in a separate agency would only add an another administrative layer to a system which is already unwieldy. I urge you to put SB2 funds to work in the SHRA. They know how these programs work and will maximize their effectiveness. Mary Ellen Shay
