    The 2016 study cited Sacramento as the worst city in California for traffic collisions, with "the highest occurrences of collisions involving pedestrians and bicyclists under the age of 15." As aspect of the grant also involves enforcement of "distracted" drivers.
    May I suggest three things to the Council:
    1) The high number of collisions involving pedestrians and young bicyclists suggest distracted driving such as cell phones, so Sac PD should be directed to use a significant portion of the grant for critical enforcement in that area, and
    2) Please remember these statistics before endorsing another Senate bill to keep bars open until 4:00 a.m., and
    3) Increase the budget for Sac PD's Traffic Division, specifically increasing motorcycle officers.
