You are putting too much of consequence on your consent calendar and not allowing adequate opportunity for public input to important items.
Case in point - on Sept. 10 you approved on consent speed bumps on Freeport Bl. Due to the large size and scope of the project (7 speed bumps, effectively creating a walled off street) and the haste the project was implemented (construction starts today) the project should have sought proper community input. Instead, the city staff rigged the vote, and are effectively shoving the project on Sacramento. There is no alternative to Freeport. This is going to undermine the Broadway project as gridlock will be unbearable. It will greatly increase air and noise pollution. Speeding on Freeport has been getting better, this is a drastic solution advocated by hysterical people. It is a bad project from and urban planning perspective and never should have been on consent. This project will mostly hurt working people in South Sac.
