    Since 2016, City Utilities have risen by 45% effective July 2019. Now they want to spend almost $640,000 to landscape their "campus" and make it drought resistant. While this represents just a small part of the budget, it is typical of the disdain shown for taxpayers. There are many ways to make an area drought resistant. Perhaps Utilities could just stop watering their landscape, as many taxpayers have been forced to do because they can't afford to pay their water bills. .
