It is inconceivable that the City Council would choose to tear up historic McKinley Park in order to construct a Vault to hold sewerage from all the new development areas of downtown and East Sacramento. A vault the size planned has never been built in Sacramento, yet you are entrusting the fate of this old neighborhood to the Utility Department and a construction firm. Sacramento needs to change course now, before the construction bid is accepted and choose to separate the treatment of sewerage and stormwater. According to the 2015 Waterboard permit (NPDES) the cost of separating the system would be similar to the construction of the Vault. Perhaps the stormwater would need to be treated prior to emptying into the river, but many cities have found "greener" ways to purify the water i.e. rain gardens and ponds as well as other "green" infrastructure.
They capital of California needs to demonstrate vision and leadership to act in the best interests of its citizens and the State.
