    Do not enable an arbitrary exemption that violates public codes and erodes public confidence in electeds' ability, to follow the rules and apply them evenly with some semblance of accountability. As Karen Jacques points out "This project sets a dangerous precedent for all historic districts as it undermines CEQA and the intent of the Central City Specific Plan passed earlier this year." Blue Diamond can go through the process like anyone else. A full EIR is required, not a "suggestion."

    Uphold Preservation Commission & Director position to deny de-listing; separate the annex from the larger campus expansion project for purposes of site plan and design review; kick back to staff to require applicant to do an EIR - no doing so is a violation of the state Govt / Public Resources Code. City attorney incorrectly interpreted zoning code and combined site plan for entire campus expansion and the Annex historic designation. Do not allow this project to forward without a full EIR. Toxic air contaminants will increase with the campus expansion plan. This must be disclosed. This project sets a dangerous precedent for all historic districts as it undermines CEQA and the intent of the Central City Specific Plan passed earlier this year.
