I want to express support for the city's plan to reduce impact fees for affordable multifamily construction to $0. UC Berkeley's Terner Center for Housing Innovation recently released a study on impact fees and their impact on housing development in several California cities, including the city of Sacramento. According to the study, development fees in California were on average three times the national average in 2015, and Sacramento was no exception. Waiving impact fees on affordable housing developments will make it easier for nonprofit developers to pencil out their projects and bring desperately needed affordable housing to the city. We are not currently on track to meet our Regional Housing Needs Allocation goals for this housing element cycle, so efforts to incentivize affordable and mixed-income construction in particular are essential.
