22. Development Streamlining Opportunities to Address Sacramento’s Housing Crisis File ID: 2018-01468

    I want to express my support in particular for the following ideas in Item 22:
    * Create a by-right administrative checklist for design review for mixed-income and affordable projects.
    * Reduce parking requirements near transit stations. (ALSO -- major bus lines should be considered)
    * Promote development of accessory dwelling units and junior units. (PARTICULARLY consider waiving or reducing impact fees for ADUs that are deed-restricted affordable units, and reducing parking/setback/lot size requirements)
    * Evaluate the potential to create higher residential densities Citywide to allow smaller, more affordable units.
    * Encourage housing development on vacant land including publicly-owned land.

    I also urge the city to consider prioritizing density and affordability near light rail stations, similar to Los Angeles's Measure JJJ Transit Oriented Communities plan. Light rail represents millions of dollars of public investment and should not be ringed by low-density single-family homes.
