15. Establishing Local Hire and Community Workforce Training Program and Local Business Involvement Pilot Program for Citywide Capital Improvement Projects (Two-Thirds Vote Required) [In lieu of Pass for Publication Ordinance will be published in its entirety per City Charter Section 32(d)] File ID: 2018-01187
It has been brought to my attention that this proposal for a Project Labor Agreement warrants further consideration and should not be decided tonight. Among the issues that concern me and about which I think we should have some additional conversation:
1) I Giving labor unions a strict monopoly on city construction could result in limited work opportunities for local apprentices and workers not affiliated with unions.
2) There seems to be redundancy of provisions already covered by state law (E.g. payment of prevailing wage and mandating the use of apprentices).
3) The successful precedent of projects such as the airport which used mixed union and non-union contractors and workers could become impossibilities under the new agreement.
I am not yet ready to take a formal position on this proposed agreement, but I think these issues warrant additional consideration and urge the council to delay a vote on this until these conversations occur.
