The failure to include several businesses subject to the proposed STID assessment, despite the
information being easily and readily available, deprived them of their voice and agency in the
formation process, creates uncertainty in the validity of the process and of the ability of the proponents to properly form and operate this district, and possibly subjects other assessed businesses to artificially inflated assessment rates.
Therefore, it is humbly requested that the City Council invalidate of the adoption of the 6/7/2018 Resolution of Intention to Establish the Sacramento Tourism Infrastructure District and instruct the proponents of the Sacramento Tourism Infrastructure District that a new set of petitions will need to be circulated and presented to the City Council for adoption of a new Resolution of Intention, and that proper consideration be given to ensure every proposed assessed business is not deprived of its voice or agency in this formation process.
