While I suppose I'm okay with giving somebody a 100K/year job, the text of the resolution is a mess. "The grant award will partially support the personnel costs of one...officer." (Bkgrd. par. A.) Great, so if it's only partial, where does the REST of the officer's salary come from (the Background doesn't tell us)? And if even all of the grant money doesn't fully fund the officer, then how is there still grant money left over for "compliance education" (Bkgrd. par. B)? And how do we give "patrons" access/exposure to this "compliance education," as paragraph B implies?
I don't oppose these expenditures, I just oppose the confusing wordiness of the resolution, and its gratuitous hand-wringing about booze (i.e., really? "[U]nderage drinking" is "of significant concern" around downtown nightlife? "Due to the number of people"??).
The Council should consider finding some money for a good in-house parliamentary lawyer and legal publisher instead.
