My wife and I live at 531 La Purissima Way in East Sac next door to the STR at 521 La Purissima Way. We want the city of Sacramento to ban short term rentals altogether, as other CA cities have done (Danville, Pacific Grove, Monterey, Santa Monica), because they ruin good neighborhoods and they depress real estate values. Our personal experience with the STR next door has been negative. It's noisy especially when large gatherings occur and they're using the backyard pool. Parking violations and blocked driveways occur because there are too many cars and not enough parking spots. Most importantly the peaceful bliss of our street is gone because a steady stream of strangers pour in and then they pour out. Can we allow the children to play in our front yards when strangers are present? We don't know, so we have to stay vigilant and always be on guard. If we try to sell our home we won't get the price we want. Few people want to knowingly live next door to a short term rental.
Please enforce the City’s Short-Term Rental Ordinance and bring back a proposal to eliminate non-resident, short term rentals.
Please follow the lead of some forward-thinking cities, such as Denver and Portland, which have placed common-sense restrictions on short-term rentals.
1. Require Conditional Use Permits earlier for non-resident short term rentals and base the permit on the type of use, not number of nights. The ordinance should be structured so non-resident owners must seek a Conditional Use Permit at the beginning of the year. That way the entirety of the operation is under the correct permit.
2. Conditional Use Permits should impose conditions that protect neighbors. Require full time rentals to abide by quiet hours and occupancy limits, and include these rules in their house descriptions in advertisements, and post them in the home. The City should impose a heavy fine for violations.
3. Violating rules should result quickly in losing your permit.
