    The SPD didn't produce any documentation supporting their request for additional funds.
    The SPD initiated a 60-day pilot program that consisted of utilizing existing Special Weapons and Tactics (SWAT) personnel to enforce cannabis cultivation regulations.
    We oppose the use of SWAT personnel. Per the report presented by Cpt. Dave Peralta the SWAT team was unavailable and unnecessary.
    SWAT personnel worked only 13 of 60 days pilot program. Everything was completed by the area Justice for Neighbors (JFN) officers; assisted by the district patrol or Problem Oriented Policing (POP) officers. We oppose the use of SWAT personnel.

    4800 plants were received from 614 residence that equates to approximately 7.7 plants per residence. That is not justification for SWAT personnel.
    Recognizing the shortcomings of prior enforcement efforts doesn’t mean giving the department more money. If the City Council is to hold the public’s trust you must hold Sac PD accountable.
