I don't understand why you are proposing larger fines for watering when you haven't even taken Sacramento off of drought cycle watering. Everywhere around us is back to 3 days. Sacramento is still on two. Forget fines until you take us off of the drought cycle. If you think I am not going to water when the temp is over 100 degrees for days at a time you are dreaming. Instead of looking for a revenue source come up with a sensible watering plan.
