    The Council should not bypass its own procedures such as posting a proposed major deal ten days before voting on it to allow for public review and input. The Sacramento Bee reported this story, "Free Wi-Fi planned in many Sacramento parks as City Council approves Verizon deal", on June 6, 2017. Besides, it is a terrible idea to put wifi in the parks. We do not need wifi in the parks. Wifi is hazardous to human health. A park is supposed to be a safe place, a refuge. You are going to forcibly irradiate all visitors to the park. Thousands of scientific studies have found that wireless radiation, including wifi, causes a wide range of short term and long term health impacts. http://www.sacsmartmeters.org/scientific-studies/
    The short term impacts include:

    Tinnitus (ringing in the ears)

    Insomnia

    Heart palpitations

    Inability to concentrate

    Suppressed melatonin production

    The long term impacts include:

    Cancer
