Dear Commissioners,
I want to express my appreciation for the ongoing work of the Planning and Design Commission as you consider the River District Specific Plan update, the Bee Shine mixed-use project, and the forthcoming 2026 Planning and Zoning Work Program.
While the proposed rezoning and new multi-unit developments represent clear progress in modernizing Sacramento’s urban landscape, I am concerned that many of these housing changes appear largely privatized and market-driven, rather than focused on long-term affordability or inclusive access. The River District has historically represented one of the few remaining corridors where mixed-income housing could realistically emerge. Without firm affordability requirements or incentives, this update risks reinforcing displacement pressures rather than alleviating them.
Additionally, since Item 6 (the 2026 Planning and Zoning Work Program) has not yet been publicly released, I encourage the Commission to ensure that its priorities explicitly integrate affordable-housing development goals, homelessness-prevention infrastructure, and equitable zoning practices. Suppose Sacramento’s planning framework continues to rely primarily on private-sector solutions. In that case, the city may see more units built—but not necessarily more homes that its lowest-income residents can actually afford.
I urge the Commission to maintain affordability as a measurable outcome in future zoning adjustments, and to foreground partnerships with community-based organizations that work directly with those most affected by rising housing costs.
